The OhmyNews International Citizen Reporters’ Forum (see previous report) concluded on Saturday with several speeches and a visit to sponsoring companies in South Korea’s technology sector. Some invited “citizen reporters” from around the world extended their stay by several days to tour the country. 2020 Melbourne Lord Mayor candidate Wayne Tseng answered some questions about his campaign for the upcoming election from Wikinews. The Lord Mayor election in the Australian city is scheduled to take place this week.

Tseng runs a firm called eTranslate, which helps software developers to make the software available to the users. In the candidate’s questionnaire, Tseng said eTranslate had led to him working with all three tiers of the government. He previously belonged to the Australian Liberal Party, but has left since then, to run for mayorship as an independent candidate.

Tseng is of Chinese descent, having moved to Australia with his parents from Vietnam. Graduated in Brisbane, Tseng received his PhD in Melbourne and has been living in the city, he told Wikinews. Tseng also formed Chinese Precinct Chamber of Commerce, an organisation responsible for many “community bond building initiatives”, the Lord Mayor candidate told Wikinews.

Tseng discussed his plans for leading Melbourne, recovering from COVID-19, and “Democracy 2.0” to ensure concerns of minorities in the city were also heard. Tseng also focused on the importance of the multi-culture aspect and talked about making Melbourne the capital of the aboriginals. Tseng also explained why he thinks Melbourne is poised to be a world city by 2030.

Tseng’s deputy Lord Mayor candidate Gricol Yang is a Commercial Banker and works for ANZ Banking Group.

Currently, Sally Capp is the Lord Mayor of Melbourne, the Victorian capital. Capp was elected as an interim Lord Mayor in mid-2018 after the former Lord Mayor Robert Doyle resigned from his position after sexual assault allegations. Doyle served as the Lord Mayor of Melbourne for almost a decade since 2008.

Australian media reports that Prime Minister John Howard is expected to push a nuclear energy inquiry through federal cabinet this week. Meanwhile, a list of possible sites for nuclear reactors has been leaked by the Opposition to media. The locations, listed in 1997, include Adelaide, Darwin, Perth, Lucas Heights, Goulburn, Holsworthy, and Broken Hill in New South Wales and other sites.

West Australian (WA) premier Alan Carpenter says the list of fourteen potential sites were a “facade to soften up Western Australians into accepting a nuclear waste dump.” The WA Premier said people would not only be surprised but “stunned to learn that the federal cabinet considered possible sites… without disclosing them to any state government.”

Mr Carpenter said in a media release that the document mentions a site near Perth airport. “People should wake up to what’s happening around Australia, particularly in WA,” said Mr. Carpenter. “Only a few weeks ago, we had three prominent WA Liberal MPs supporting a nuclear waste dump in WA,” he said. “This is all a facade in the Howard Government’s push to soften up West Australians for a nuclear waste dump.”

Premier Carpenter, whose Labor government stridently opposes uranium mining in WA, stated his opposition to a nuclear waste dump: “I vehemently oppose the prospect of our State becoming the dumping ground for the world’s nuclear waste and that is what will happen if we allow uranium mining in WA. The evidence is mounting and indisputable.”

The South Australian Government has ruled out any possible nuclear power plant in SA. “A nuclear power plant would bankrupt our state,” SA Premier Mike Rann said. “It would not be commercially viable and would not, in my view, be acceptable to the public. Nuclear power plants need giant populations to sustain them, there is no-one coming to me from the commercial sector or the mining industry or anywhere else, suggesting a nuclear power plant.”

Earlier, Foreign Affairs Minister Alexander Downer said South Australia should build a nuclear power station to run a desalination plant. Premier Rann dismissed the idea as ridiculous and said comments by Mr Downer highlight divisions within Federal Cabinet. He said Mr Downer is at odds with the Federal Finance Minister Nick Minchin, who says the high costs of nuclear power would rule it out.

Mr Rann says South Australia will not allow nuclear power. “For once I’m agreeing with Nick Minchin,” he said. “I think Nick Minchin is right that a nuclear power plant isn’t necessary and won’t happen and I think that Alexander Downer is having a bit of a lend of him.”

Victoria’s Energy Minister Theo Theophanous said nuclear energy in Australia did not make sense when the cost and problems of waste disposal were considered. Mr Theophanous has rejected a report that found nuclear power could be competitive with conventional energy generation if it was subsided with help from a taxpayer subsidy.

A recent report found nuclear power could compete with gas or coal-fired electricity if taxpayers helped to pay for it or shouldered the risk of its production. The ANSTO report found nuclear plants could be built in the next 10 to 15 years and an Australian version would cost about $2.5 billion to establish. To make it viable, taxpayers would pay hundreds of million towards start-up costs, said the report.

But Mr Theophanous said Victoria had already had concluded the nuclear proposal did not add up. “I had my department look at this and provide a report to me more than a year ago in relation to the prospect of nuclear power,” he said. “The problem is a commercial one as much as anything else. It costs roughly double the price to produce power out of nuclear energy. If you’re going to pay double the price, why not put in wind farms? Why not use renewable energy, which is even cheaper than nuclear energy?” said Mr Theophanous .

The Victoria Government urges householders to reduce greenhouse emissions by reducing daily energy consumption. A new campaign identifies simple measures residents can adopt to cut power bills and greenhouse emissions, including turning the heating thermostat to no more than 20C, washing clothes in cold water and turning appliances off at the switch when they are not being used.

New South Wales Premier Morris Iemma has also declared his opposition to nuclear power. He said no nuclear power stations would be built in NSW as long as he is premier. Mr Iemma urged state opposition leader Peter Debnam to join him in opposing the construction of nuclear power plants in NSW. “While ever I’m premier of NSW there won’t be any nuclear power plants in NSW,” he told reporters.

Queensland Premier Peter Beattie says he “would not jeopardize the state’s coal industry by supporting a nuclear power plant.” Mr. Beattie has ruled out uranium mining in Queensland to protect the state’s huge coal industry. He said he would not support a nuclear power plant. “The State Government would not support it,” Mr. Beattie said.

“We have the power to block them and we would block them, we would not support nuclear power. Why would we have a nuclear reactor in competition with the coal industry?” Mr. Beattie told media.

Food with cancer-causing dye recalled in Britain

The British Food Standards Agency (FSA) has announced a recall of foods containing banned dyes which increase the risk of cancer. The food products were sold at the Tesco, Waitrose, and Somerfield supermarkets.

A Bristol company called “Barts Spices” found the illegal Para Red substance in their Barts Ground Paprika, which was sold in 48g and 46g jars with a “Co-op” label. The batch codes on the affected products are 5032 and 5089 (expiration Dec 2007), and 5075 (expiration February 2007).

Tesco also found that their 130g package of BBQ rice cakes (expiration November and December 2005) contained both Para Red and Sudan I.

“It would be very prudent to assume that it could be a genotoxic carcinogen,” FSA scientific advisers told reporters.

“As a company committed to supplying only the very finest quality food ingredients, we took the immediate decision to withdraw our ground paprika spice from all outlets selling the product and advertised a product recall in the national press,” a Barts Spices spokesman said in a statement.

Sudan I is only authorized for industrial use to colorize petroleum products, such as shoe polish. Para Red and Sudan I are banned under the British Colours in Food Regulations of 1995.

Britain last went through a major food recall in February, when Worcester Sauce was found to contain chili powder dyed with Sudan 1.

HIV-positive man receives 35 years for spitting on Dallas police officer

An HIV-positive man was sentenced to 35 years in prison Wednesday, one day after being convicted of harassment of a public servant for spitting into the eye and open mouth of a Dallas, Texas police officer in May 2006. The United States Centers for Disease Control and Prevention says that no one has ever contracted HIV from saliva, and a gay-rights and AIDS advocacy group called the sentence excessive.

A Dallas County jury concluded that Willie Campbell’s act of spitting on policeman Dan Waller in 2006 constituted the use of his saliva as a deadly weapon. The incident occurred while Campbell, 42, was resisting arrest while being taken into custody for public intoxication.

“He turns and spits. He hits me in the eye and mouth. Then he told me he has AIDS. I immediately began looking for something to flush my eyes with,” said Waller to The Dallas Morning News.

Officer Waller responded after a bystander reported seeing an unconscious male lying outside a building. Dallas County prosecutors stated that Campbell attempted to fight paramedics and kicked the police officer who arrested him for public intoxication.

It’s been 25 years since the virus was identified, but there are still lots of fears.

Prosecutors said that Campbell yelled that he was innocent during the trial, and claimed a police officer was lying. Campbell’s lawyer Russell Heinrichs said that because he had a history of convictions including similarly attacking two other police officers, biting inmates, and other offenses, he was indicted under a habitual offender statute. The statute increased his minimum sentence to 25 years in prison. Because the jury ruled that Campbell’s saliva was used as a deadly weapon, he will not be eligible for parole until completing at least half his sentence.

If you look at the facts of this case, it was clear that the defendant intended to cause serious bodily injury.

The organization Lambda Legal (Lambda Legal Defense and Education Fund), which advocates for individuals living with HIV, says that saliva should not be considered a deadly weapon. Bebe Anderson, the HIV projects director at Lambda Legal, spoke with The Dallas Morning News about the sentence. “It’s been 25 years since the virus was identified, but there are still lots of fears,” said Anderson.

The Dallas County prosecutor who handled the trial, Jenni Morse, said that the deadly weapon finding was justified. “No matter how minuscule, there is some risk. That means there is the possibility of causing serious bodily injury or death,” said Morse. Dallas County District Attorney Craig Watkins stated: “If you look at the facts of this case, it was clear that the defendant intended to cause serious bodily injury.”

Contact with saliva, tears, or sweat has never been shown to result in transmission of HIV.

A page at the CDC’s website, HIV and Its Transmission, states: “HIV has been found in saliva and tears in very low quantities from some AIDS patients.” The subsection “Saliva, Tears, and Sweat” concludes that: “Contact with saliva, tears, or sweat has never been shown to result in transmission of HIV.” On Friday the Dallas County Health Department released a statement explaining that HIV is most commonly spread through sexual contact, sharing needles, or transfusion from an infected blood product.

Sandra Fluke declares candidacy for California State Senate

Women’s rights advocate and Georgetown University Law Center graduate Sandra Fluke announced her candidacy yesterday to run for the California State Senate.

The Democrat previously stated she would run for a seat in the United States Congress being vacated by retiring Congressman Henry Waxman. She informed the Los Angeles Times that she decided to run for the California State Senate instead of the U.S. Congress because she felt she would be able to accomplish more for the people of California as a state Senator.

She will attempt to gain election to the seat currently occupied by Ted Lieu, a Democrat from Torrance, California. Lieu is currently in the beginning of his own campaign for Congressman Waxman’s seat representing California’s 33rd congressional district.

My entire career has been devoted to the public interest, whether representing victims of human trafficking or advocating for working families.

In a release to the press, Fluke said: “I am extremely moved by the outpouring of local and national support I have received since I announced that I was considering running for office. My entire career has been devoted to the public interest, whether representing victims of human trafficking or advocating for working families.”

She described her intentions for the California legislature: “I am committed to continuing that fight in Sacramento, working to protect our environment, ensure our access to health care, and create the jobs that are desperately needed. While I strongly considered offering my candidacy for Congress, I feel there is a better way for me to advance the causes that are important to our community.”

I am eager to get to work fighting for the causes that matter most to our future as a community, state and nation.

Fluke characterized herself as a new voice for progressivism: “I believe that the families and communities of this district — from West Hollywood to West L.A. and from Santa Monica to Torrance and beyond — deserve to have a fresh perspective from a new generation of progressive leadership in Sacramento, and I am eager to get to work fighting for the causes that matter most to our future as a community, state and nation.”

After graduating from law school, Fluke moved to Los Angeles where she used her skills as a lawyer to help improve conditions for individuals related to improving the living wage and advocating for better foster care for children.

Fluke was nominated as a candidate by Time magazine for their Person of the Year of 2012. Time concluded Fluke helped give U.S. President Barack Obama an edge in his 2012 presidential re-election campaign.

Fluke was a featured speaker on September 5, 2012 at the 2012 Democratic National Convention in Charlotte, North Carolina. Fluke spoke to attendees at the convention about the consequences for women of electing Republican candidate for U.S. President Mitt Romney over incumbent President Barack Obama. Fluke campaigned with President Obama in his bid for re-election.

She was recognized April 22, 2012 with the Stand Up for Choice Award. Fluke was given the Stand Up for Choice Award at the “Third Annual Multi-Generational Brunch” of the organization NARAL Pro-Choice America which was held in New York City (NYC), New York in the United States.

Fluke received a nomination in March 2012 as a candidate for Time magazine’s 100 most influential people in the world. The list is released annually as a special edition of Time magazine, titled Time 100.

She gave testimony to the US Congress on February 23, 2012 before the House Democratic Steering and Policy Committee at a hearing about women’s health and contraception. She also worked for Sanctuary for Families in NYC which worked to crack down on human trafficking and domestic violence.

UK company “seriously considering” GPS tracking devices in school uniforms

The leading supplier of school uniforms in the United Kingdom, Lancashire-based manufacturer Trutex, has announced it is “seriously considering” including GPS tracking devices in future ranges of its uniform products after conducting an online survey of both parents and children.

“As a direct result of the survey, we are now seriously considering incorporating a [tracking] device into future ranges” said Trutex marketing director Clare Rix.

The survey questioned 809 parents and 444 children aged nine to 16. It showed that 44% of parents were worried about the safety of pre-teen children, and 59% wanted tracking devices installed in school apparel. 39% of children aged nine to 12 were prepared to wear clothing with tracking devices in them, while teenagers were notably less enthusiastic and more wary of what Trutex has admitted they see as a “big brother” concept.

However, Trutex has claimed the tracking devices would bring about worthwhile benefits, including being a valuable resource for parents who wanted to keep a close eye on where their children were at all times.

“As well as being a safety net for parents, there could be real benefits for schools who could keep a closer track on the whereabouts of their pupils, potentially reducing truancy levels” says Rix.

Each year, Trutex supplies 1 million blouses, 1.1 million shirts, 250,000 pairs of trousers, 20,000 blazers, 60,000 skirts and 110,000 pieces of knitwear to the UK.

It is not the first company to manufacture school uniforms with a central focus on child safety; last week Essex firm BladeRunner revealed it was selling stab-proof school blazers to parents concerned about violence against their children. The blazers were outfitted with Kevlar, a synthetic fibre used in body armour. It has already received orders internationally, including Australia.

If the Trutex tracking devices go ahead, it is unclear where in the uniform they will be located.

Horse flu spreads in Australia

The number of horses confirmed to be infected with Equine Influenza in Australia has risen to 47, all in the state of New South Wales. So far none of those confirmed infected have been thoroughbred race horses.

The NSW government has confirmed infections at the federal government’s quarantine facility at Eastern Creek and Centennial Park in Sydney; at Cattai and Wilberforce in North-Western Sydney; and in Moonbi, Parkes, Berry and Wyong in regional NSW.

It is also feared that the outbreak may have spread to Warwick in Queensland where three horses from NSW showed flu-like symptoms during an equestrian event. Initial samples were tested in a laboratory in Brisbane revealing the three animals had been carrying the flu. Further testing will be conducted on samples from the horses in Victoria, although results are not expected until later this week. All 300 horses at the event have been quarantined.

There are also three suspected cases of the virus infecting thoroughbreds at Randwich racecourse in Sydney, if the horses test positive to the flu they will be the first thoroughbreds to be infected with the virus.

The Federal Agriculture Minister, Peter McGauran told ABC Radio this morning that while the source of the outbreak was not known, it is likely that the outbreak may have been caused by an equestrian event held in Maitland on the 18th and 19th of August.

“Everyone’s been assuming it was the Centennial Park horses that travelled and infected horses in different parts of regional NSW,” he said.

“It would appear at this stage that almost all, if not every horse affected has passed through a Maitland horse event on the weekend of the 18th and 19th, or come in contact with a Maitland horse.”

Agriculture Minister of NSW, Ian Macdonald told reporters “It’s early days yet, but a number of horses that attended an event at the property on that weekend are showing clinical signs of equine influenza”.

“The NSW Chief Vet, Bruce Christie, has advised me that we need to locate and examine every single horse that entered and left the property.”

At this stage it appears the Australia wide ban on horse movements which expires on Wednesday may have to be extended, at least in NSW and Queensland.
