United States to expand ‘information operations’ against terror

The United States Secretary of Defense Donald Rumsfeld said that U.S. public diplomacy efforts need to do more in the media to communicate a message friendly to democracy.

“We’ll need to do all we can to attract supporters to our efforts and to correct the lies that are being told, which so damage our country, and which are repeated and repeated and repeated,” Rumsfeld said in an address to the Council on Foreign Relations in New York city on Friday. He said that insurgent groups have learned to use media and its new satellite and Internet technologies, and are working 24/7, to manipulate public opinion.

Rumsfeld called for the need to implement a “strategic communications framework” to present news information in Afghanistan and Iran. He warned, ” …the [news] vacuum will be filled by the enemy and by news informers that most assuredly will not paint an accurate picture of what is actually taking place.” He said there was a need for communications training of military public affairs officials. The Department of Defense would begin with an emphasis on using out-sourced media expertise found in the private-sector, as was done with the controversial use of Lincoln Group who placed pro-democracy stories in Iraqi media in a business arrangement with the U.S. military.

Rumsfeld was critical of the U.S. media for its sharp response to that program at his address in New York, which he said had the effect of stopping that military effort. In an appearance on the The Charlie Rose Show, a televised program taped earlier and then aired by PBS last Friday, the same day as his New York address, Rumsfeld said “When we heard about it, we said, ‘Gee, that’s not what we ought to be doing.’ … They stopped doing that.” But in a Los Angeles Times report, a Lincoln Group insider and a U.S. commander in Iraq, General George W. Casey, said the program was still in existence.

The White House has signaled a shift towards the use of media in the “War against Terror”. The U.S. Secretary of State Condoleezza Rice said in Senate testimony on Wednesday last week that $10 million is already appropriated to support political dissidents, labor union leaders and human rights activists in Iran. The Bush administration will be asking for an additional $75 million in funding for the 2006 fiscal year to expand the program.

The New Zealand Police has reported that a three-year-old boy choked to death on Saturday afternoon, due to what they believe was a piece of candy at his birthday party.

The parents did call New Zealand’s emergency number, 1-1-1, after their son alerted his parents to the fact that he was choking. The paramedics were unable to revive the Napier boy when they arrived at the scene.

The case has been referred to a coroner.

Relatively unknown golfer Zach Johnson won the 71st Masters Tournament in Augusta, Georgia. Johnson shot 3-under-par 69 in Sunday’s fourth round, to win by 2 strokes over Tiger Woods, Retief Goosen, and Rory Sabbattini.

Johnson won a purse worth US$1,305,000 and a lifetime qualification to the Masters Tournament, held annually at the Augusta National Golf Club.

A couple living in New York City have decided to take a taxi all the way to Arizona. Betty and Bob Matas are retiring and leaving the city for good. What started as joke, has become reality, in part to spare their cats from traveling in a jetliner cargo-hold. A vocational nurse working for Dr. John Capriotti, a plastic surgeon, was accused of setting the fire that wounded several and killed three people in Houston, Texas on March 28. She was allegedly trying to cover up the fact that she hadn’t completed the paperwork for an upcoming audit.

The fire began in Dr. Capriotti’s office on the fifth floor and quickly spread to the sixth. Arson investigators from the Houston Fire Department, the FBI and the Federal Bureau of Alcohol, Tobacco, Firearms and Explosives had been working to determine the source of the fire.

Iran announced that it has started industrial scale production of nuclear fuel involving hundreds of centrifuges. The announcement comes as President Mahmoud Ahmadinejad reasserts his nation’s nuclear rights in the face of two rounds of sanctions by the UN Security Council, which is seeking a halt to such work.

The United States denounced the declaration, saying it showed Iran was defying the international community.

Brazil —The Post Office and Vote Buying parliamentary commissions of investigation unanimously approved on Thursday (1) their first joint preliminary report of activities. The text was prepared by their redactors, Osmar Serraglio (PMDB) and Ibrahim Abi-Ackel (PP), from Post Office and Vote Buying commissions respectively.

The deputies cited in the report are: Carlos Rodrigues (PLRJ), José Janene (PP-PR), Pedro Correia (PP-PE), Pedro Henry (PP-MS), Sandro Mabel (PL-GO), João Magno (PTMG), João Paulo Cunha (PT-SP), José Borba (PMDB-PR), Josias Gomes da Silva (PT-BA), Paulo Rocha (PT-BA), Professor Luizinho (PT-SP), Romeu Queiroz (PTB-MG), Vadão Gomes (PP-SP), Vanderval Santos (PL-SP), José Mentor (PT-SP), Roberto Brant (PFL-MG), José Dirceu (PT-SP) and Roberto Jefferson (PTB-RJ).

The report indicts 18 Brazilian deputies and the former deputy Valdemar Costa Neto [who resigned on August 1]. They are accused of illegal campaign finance activities, of placing cronies in strategic positions in government enterprises and getting kickbacks from them, and of receiving cash payments in exchange for voting in line with the government in the Brazilian Congress.

The redactors called the allegation made by some parliamentarians that the resources were used to settle debts with electoral campaigns a “lame excuse”. According to them it is “perfectly plausible” that the loans taken by the businessman Marcos Valerio at the Banco Rural and the BMG for the ruling Workers’ Party (PT) were false and created to make the illegal funds seem legal.

In regards to the denunciations done by deputy Roberto Jefferson (PTB) the report says:

  • Everything which he said that could be investigated showed to be true, including confessions against himself .
  • Everything that must be compared to other testimonies showed a great degree of truth. As a matter of fact, all of who, hurriedly, questioned him, saw their defenses collapse, before the successive discoveries.

According to the report, the businessman Marcos Valério is a not reliable person because of his contraditory testmonies.

The report says that several documents were identified and reviewed proving that large sums of money were withdrawn from agencies of the Rural Bank, in Brasilia and Belo Horizonte, as well as from bank accounts of the enterprises SMPB and DNA Propaganda. According to the documents the beneficiaries were federal deputies who received the money in person or through relatives, advisers, or persons nominated by Marcos Valério.

The report affirms that it is possible that some payments were made on a monthly basis, and others more or less frequently. Nevertheless, according to the report the periodicity of the payments is the less important fact.

When deciding where to position your shed you need to make sure there is enough distance from hedges, fences, flower beds, washing lines etc. to allow easy access all the way round. This makes it easier not only to erect the shed but also to carry out any maintenance work on it.

US researchers find a large asteroid held together by forces other than gravity

A team of researchers from the University of Tennessee, Knoxville, has confirmed that near-Earth asteroid (29075) 1950 DA is primarily held together by van der Waals forces rather than gravity. They have shown that the rotation rate of the 1.1 km asteroid is higher than could be possible if only gravity and friction were responsible for holding it together. Cohesive forces prevent large scale shedding of material and breakup of the asteroid. Their study was published Wednesday in Nature.

The researchers found that the bulk density 1.7±0.7 g/cm³ of the asteroid is approximately two times lower than the value required for self-gravity to balance out the centrifugal forces caused by rotation. As Ben Rozitis, a planetary scientist and a co-author of the study, told Space.com: “I was expecting to find a high-density metallic asteroid, as such an asteroid wouldn’t require cohesive forces to hold itself together under its fast rotation. Instead we found the opposite! […] We knew from previous work that this asteroid was rotating faster than it should be, and we wanted to know why”.

Spectral observations of 1950DA indicated that it is either an E- or M-type asteroid in the Tholen classification. However, its low optical albedo and low radar circular polarization ratio (a very smooth surface at centimetre to decimetre scales) showed that it cannot be an E-type asteroid.

Unusually for an M-type asteroid (which are mostly metallic), 1950DA has low radar albedo. It would have been puzzling, if it was not for the Rosetta observations of 21 Lutetia, which is also an M-type asteroid with very similar low radar albedo. Researchers have used for 1950DA the same meteorite analogue which was earlier found to fit best 21 Lutetia: enstatite chondrite with grain density of 3.55 g/cm³. It allowed to calculate macro-porosity of 51±19%, indicating that 1950DA is a rubble-pile asteroid.

Taking into account thermal-infrared measurements of thermal inertia, presence of a fine-grained regolith is implied, primarily around 1950DA’s equator. Negative ambient gravity near the equator of the asteroid (48±24% of its surface) requires existence of cohesive forces to prevent loss of material. This is similar to an effect noticed between the fine grains of regolith on the Moon. Lunar regolith was found to be highly cohesive because of van der Waals forces between grains by the Apollo 17 expedition in 1974.

As Ben Rozitis explained: “We found a low-density rubble pile that traditionally would be unable to hold itself together unless cohesive forces were present. It’s exciting because we’ve provided the first evidence that cohesive forces are important for small asteroids, which had only been predicted up until now.”

The balance between cohesion and negative gravity requires small grain sizes consistent with the grain size distribution on 1950DA, and similar to that of another rubble-pile asteroid, (25143) Itokawa. Unlike Itokawa, 1950DA does not have large boulders on the surface; they may have been lost as 1950DA’s rotation accelerated due to YORP effect. This effect results in a change of the rotation rate of an asteroid (either faster or slower), and is caused when the Sun heats up an object unevenly, due to asymmetric surface topography. As the heat escapes, the rotation rate is slowly changed due to an uneven rate of cooling. The researchers find that a rubble-pile asteroid may have a high rotation rate, if it is held together by cohesive forces between the grains. But as the spin rate increases due to YORP effect, the centrifugal force may cause the rubble pile to eventually separate as it happened with P/2013 R3.

The findings may have implications for asteroid impact avoidance. A very small impulse may break one potentially hazardous object into several pieces. As Ben Rozitis said: “You’d want to avoid interacting with the asteroid directly. An alternative is to use a ‘gravity tractor,’ or a heavy spacecraft placed near the asteroid, which uses the force of gravity to pull the asteroid off course”. Bong Wie, an aerospace engineer at Iowa State University in Ames, noted: “I just hope that an asteroid on a collision course with Earth will not be spinning rapidly and it will not be a rubble-pile asteroid”.

According to Daniel Scheeres, an aerospace engineer at the University of Colorado, Boulder, understanding such cohesive forces may also be important for future asteroid mining. Ben Rozitis clarified: “Mining missions intend to visit small asteroids about 10 meters (33 feet) or less in size, as it is thought that they are predominantly solid bodies. However, cohesive forces enable such small asteroids to be rubble piles instead. A small rubble-pile asteroid would be harder to interact with and collect, as it can easily deform or break up when subject to external forces.”

The study was supported by Jet Propulsion Laboratory, California Institute of Technology and the NASA.

Sunflower oil saves at-risk newborns from infection

Saturday, March 5, 2005Simply massaging low birth weight babies with sunflower seed oil can protect them from potentially fatal infections.

Infections and complications from preterm birth cause more than half of all neonatal deaths, and very low birth weight babies are particularly vulnerable.

Preterm babies have immature skin that lacks a protective film called vernix that has antimicrobial properties.

In some countries, such as India, newborns are routinely massaged with mustard oil.

But mustard oil, says Gary Darmstadt of John Hopkins University in Baltimore, Maryland, can delay recovery of the skin barrier and have a toxic effect on skin.

Seeking an alternative low-cost product, Darmstadt and colleagues experimented with sunflower oil and an ointment called Aquaphor that comprises petrolatum, mineral oil, mineral wax and lanolin.

The researchers tested the treatments on 497 newborns (72 hours old or less) and preterm babies (less than 33 weeks gestation) between 1998 and 2003 in Bangladesh.

They applied the treatments to the entire body besides the scalp and face three times daily for the first 14 days and then twice daily until discharge.

Babies treated with sunflower oil were found 41% less likely to develop infections than controls.

“Evidence is emerging that the skin is much more important as a barrier to infection than previously recognized, particularly in preterm infants whose skin is underdeveloped,” says Darmstadt. “The good news is that treatment is available to strengthen the function of the skin as a barrier in these vulnerable newborns.”

  • What insipred you to get behind Geekcorps, and has there been a big Geekcorps mission, yet?

I got interested in Geekcorps because I’d lived in Ghana as a student in 1993 and 1994While over there, I was amazed at just how little internet connectivity was availableI did a bit of volunteer work helping wire an environmental organization, but basically the only people who had regular net access were US embassy employees.So I was fascinated to learn that my friends in Ghana were getting online in the late 1990s, and I wondered whether anyone would start building net-based businesses, as people were doing in the USMy wife and I went back to Ghana to visit friends and found that there was a huge deal of enthusiasm about the web and the potential it represented, but almost no expertisepeople were really desperate to learn, but very few people were able to teach at the same time, I was ready to step down from Tripod, and I knew a lot of burned out geeksI started wondering whether some of my friends would be interested in sharing their skills in the developing world and whether that would be a useful thing to dolots of international development folks seemed to think it was a good cause, so I started working on it fulltime.We ended up sending about 100 people overseas over the four years I was involved with the projectwe usually sent about 6-8 to a country at a time, working with a variety of businesses, NGOs and government agencies biggest projects were in Ghana, Mali, Mongolia, Senegal.

  • With Geekcorps you pushed the idea that newly tech-savvy citizens of developing countries could start online businesses to do digital work for the developed world. But from an American perspective, that’s outsourcing, the bane of US workers. How do you justify working towards a goal that might cost Americans their jobs?

Basically, I’m concerned about the ability of people all over the world to make a good living, send their children to school, build nice houses, have enough food and clean water, etc there’s clearly something of a tradeoff offered by all sorts of globalization – as millions of Chinese are lifted out of rural povery, industrial manufacturing jobs in the US disappear but the US has a pretty good history of innovating and creating new jobs in fields that require a lot of intellectual endeavor the US continues to found interesting software companies, pioneer new net services and generally do a lot of the interesting development on the cutting edge of tech I think a lot of routine coding jobs are up for outsourcing, but I don’t think that people who design software – or who manage the outsourcing and software development process – are going away any time soon it’s very hard to outsource creative activities – it’s somewhat easier to outsource repetitive processes.I think we need to worry less about individual job loss and more about the ability to continue creating new projects. at the same time, I’m very excited to see companies in the developing world moving up the value chain as well, starting to innovate and create new projects as well…

  • Lately you’ve been involved with projects including Global Voices and Worldchanging. Where and how do the two dovetail, and where and how do they differ? What are the strengths of each?

They’re very different projects and communities, WC is a magazine -it’s a chance for a small group of smart people to write original content on green issues it’s a lot less global than GV – perhaps overly focused on the US and Europe – and has a tight subject focus GV is an edited aggregator People are not so much writing original, opinionated content on GV as they are linking to other content indeed, we ask people to try very hard not to be especially opinionated on GV. Not NPOV, but a similar perspective – you point, you don’t advocate<ethanz> also GVO is huge – 10 regional editors, about 60 regular contributors, a network of about a thousand blogs we regularly link to the community has a very different feeling – much more international, more 24/7. both are fascinating projects, successes in their own ways, but quite different on the tech issues, a little – in both cases, we’re taking very simple weblog tools and asking them to support very large communities. And a little bit on the issue of how they interface with mainstream media in both cases, we’re interested in amplifying memes and getting them picked up by popular press as well as on the web.

  • Isn’t that a contradiction? you’re asking people to be “less” opinionated, but not asking them to be unopinionated?

Blogs are essentially about opinion, asking for NPOV in the blog space misses the point – we want to know what opinions people in Syria have but we want our middle east editor to try to fairly represent the different opinions taking place in that space that said, he’s got an opinion as well so asking for NPOV isn’t the right thing to do – asking him to point to a diversity of opinions is, in our case
