Australian government provides $15.8 million for North Adelaide Technical College

Australian Minister for Vocational Education and Training, Gary Hardgrave has announced the government will provide AU$15.8 million to establish an Australian Technical College in North Adelaide. The minister said the government was entering into a partnership with the Archdiocese of Adelaide and consortium of industrial and manufacturing companies.

The North Adelaide college will be located in Elizabeth and be operated as an independent non-government school. The college is one of 25 to be established across the country.

Enrolments at the college will begin in 2007 and will offer courses in areas where identified skills shortages exist in the North Adelaide region, specifically – engineering, construction, electronics and cooking.

Mr Hardgrave said that the proposed college had been popular among the North Adelaide business community. “This important initiative has been well received by North Adelaide business and industry, and will help to address skills needs and provide opportunities for those in greatest need, including a lot of Indigenous students in the region,” Mr Hardgrave said.

“The fact that this College is being led by local employers, local government and other key stakeholders, means it will be truly industry and community driven,” he said.

Australian Technical Colleges were established to cater for year 11 and 12 students who wish to do an apprenticeship as part of their school education.

The Australian Education Union has expressed a number of concerns about the model put forward by the government. In a report, they claim that trade facilities at TAFE colleges (operated by state governments) will deteriorate as funding is diverted to the ATCs. The union is also concerned that ATCs are supposed to be selective VET schools. According to the union they will have selective entry and preferential funding. It is feared that teachers will be lured away from schools and TAFE colleges to higher paid positions in ATCs.

The Education Union suggested that the government invest in schools that already offer vocational education programs.

How Long Does It Take To Build Muscle Mass

For someone who is thin, building muscle mass can be very difficult without some professional help. Where for some fortunate genetically blessed people, gaining muscle mass very fast is a breeze. Therefore if you are trying to figure out how long does it take to build muscle mass, there is simply no straight forward answer.

Firstly, do take note that muscles do not usually grow in a linear process but in a series of spurts. Therefore no matter how hard you work your muscles or how much you eat, muscle growth will not be at a predictable steady pace.

That said, let’s take a look at the factors which influence muscle growth. As you probably know, there are many factors influencing your muscle growth and not everyone will build muscles at the same pace even though they may be working out with the same weight, exercises and eating the same food.

Some people are genetically predisposed to gaining muscle mass and these folks will see impressive results within only a few months. We all know that the Mesomorphs (sporty body type) will be able to build muscles muuch faster than the Ectomorphs (thin body type).

Your rate of your muscle gain will also depend largely on how close you are to the upper limit of what you naturally are capable of in terms of gaining muscle mass. This phenomenon is also known as the adaptation ceiling in bodybuilding speak.

This gors to say that the closer you are to the upper limit of the adaptation ceiling, the slower your muscle will grow. That means that someone who has been lifting weights for a number of years will gain muscle mass much more slowly than a newbie to weight training.

It is not uncommon for people to gain fat when they are building muscle mass. The amount of fat you gain will depend on how much you eat and also on how lean you are when you started to fuel your muscle growth with what you eat. Eating to fuel muscle gain is called overfeeding in the bodybuilding lingo.

Studies have shown that during a period of overfeeding, you will gain more muscle and less fat if you are the naturally lean type. During the cutting phase to get rid of body fat so as to show muscle definition, it is known that fatter people tend to lose more fat and less muscle when they cut, but the leaner ones will find it the harder to lose fat without losing muscle.

Why is this so? Well, it may only be a psychological reason. If you have just worked your butt off to get your well defined six pack abs, then you will not want to put the fat on again and so you may simply be reluctant to eat the amount of food necessary to gain significant muscle mass, don’t you think so?

It could also be hormonal factor as some studies do show a link between low body fat and low testosterone(male muscle buiding hormones) levels. If your testosterone is low, it is also difficult for you to gain muscle mass.

So how long does it take to build muscle mass will depend very much on your genetic condition and other factors besides doing the proper workouts and eating correctly.

London Police seize massive gun cache

In raids that were part of Operation Mokpo, police seized a massive weapons haul from a suburban house.

Officers from Britain’s Metropolitan Police arrested a 55-year-old man after two houses and a business were raided in Dartford, South East of London.

The firearms include hundreds of shotguns, semiautomatic guns and automatic weapons.

Operation Trident officers and Polsa (Police Search Advisor) search teams carried out three search operations early morning though majority of weapon was found in a three bed room house.

“This is the biggest firearms haul we have ever had,” Det. Chief Superintendent Kevin Davis said. “Guns are mounted on every available wall space in the property and live ammunition was found lying on the floor.”

A simultaneous operation is underway in New Jersey, USA.

This was the biggest success for Operation Mokpo, launched 18 months ago after a series of shooting by rival gangs in North London.

Canadian military exercise NANOOK 2008 travels through uncharted waters

Operation NANOOK 2008 was held from August 11 to August 25 by the Canadian Forces for the purpose of conducting mock emergency rescue operations for potential maritime disasters in the northeastern Canadian Arctic waters.

Two Canadian navy ships and two airforce planes, a CC-138 Twin Otter and a CP-140 Aurora, took part in the exercises in the Canada’s Arctic. The HMCS Toronto and the Canadian Coast Guard ship Pierre Radisson travelled along the Hudson Strait. The Operation extended to Davis Strait, and Frobisher Bay during the annual NANOOK Operation. There have been 18 such humanitarian operations since 2002. As more Arctic ice melts, the ships sail through uncharted waters. Emergency response times were tested for such potential disasters as oil spills, or rescue operations such as responding to cruise ship emergencies.

General Walter Natynczyk, Canada’s chief of Defence staff, the Honourable Peter MacKay, Defence Minister as well as Minister of the Atlantic Canada Opportunities Agency, and Steven Fletcher, Member of Parliament for Charleswood–St. James–Assiniboia and Parliamentary Secretary for Health, flew to Iqaluit, Nunavut to officially launch the exercise on August 19, 2008 and observe the process.

In addition to the military exercises, Veterans Affairs Canada held a commemorative event onboard the HMCS Toronto to honour the 55th Anniversary of the Cease Fire in Korea, the 65th Anniversary of the Battle of the Atlantic, and the start of the Last 100 days of the First World War. The inaugural ceremonies were held during Community Day activities in the capital city of Iqaluit, followed by the public panel discussion held on Saturday. The community day ceremonies were organized by participants in Operation NANOOK 2008. The public ceremonies received neither Nunavut politicians nor Inuit leaders.

Witnesses expose big corruption scheme of the Brazilian ruling party

São Paulo, Brazil — Several witnesses are denouncing the government of President Luiz Inácio Lula da Silva and the ruling Workers’ Party (PT). Below are some of the main denunciations and witnesses.

In May, the Brazilian deputy Roberto Jefferson was involved in an alleged corruption scheme that involved the Brazilian Postal Service. Jefferson said that he was unfairly being abandoned and sacrificed. In addition he said that he would not take the fall alone.

On June 6, Roberto Jefferson told the Brazilian newspaper Folha de São Paulo that the rulingWorkers’ Party (PT) has been paying Brazilian deputies 30 thousand Brazilian Reais (USD 12 thousand) each, every month, in return for support. Jefferson later confirmed to a Congressional special commission what he had previously stated to the newspaper. Also he added that he had informed the Minister José Dirceu about the payments and that no action was taken. Dirceu denied Jefferson’s allegations.

According to Jefferson the payments only stopped after he informed the President Luiz Inácio Lula da Silva. He also said that the Minister José Dirceu should leave the government, otherwise President Lula would get involved. Two days later, the Minister José Dirceu announced his resignation from his post.

Jefferson denied involvement in the Brazilian Postal Service scandal. Jefferson told the commission that the Brazilian Agency of Intelligence (Abin) was controlled by the former Brazilian Minister of Civil Affairs José Dirceu and it recorded the tape which shows the former Brazilian Postal Service Chief Maurício Marinho during a supposed bribery negotiation with a businessman.

However Jefferson admitted that he received R$ 4 million from the Workers’ Party (PT). According to Jefferson, during a meeting with him and the PTB treasurer Émerson Palmieri, the Workers’ Party treasurer Delúbio Soares and the Workers’ Party President José Genoíno, they decided that PTB should received R$ 20 million. Jefferson said he received only R$ 4 million and the money was delivered by the businessman Marcos Valério Fernandes de Souza, owner of publicity enterprises.

On June 14, Fernanda Karina Ramos Somaggio denounced his former boss Marcos Valério and told the Brazilian magazine “IstoÉ – Dinheiro” that she saw suitcases full of money leaving the enterprise during the time she worked for him as secretary (IstoÉ article). Also she said that Marcos Valério encountered Workers’ Party members several times, including Delúbio Soares. On June 15, the secretary denied everything what she said to “IstoÉ – Dinheiro” to police. However, on June 20, Karina Somaggio said that she lied to the police because she and her family were threatened. In a new testimony to the Brazilian police, Karina Somaggio confirmed the interview to the magazine and the accusations against her former boss, Marcos Valério. Karina Somaggio is now under police protection.

Marcos Valério denied the allegations of Karina Somaggio. He has initiated court proceedings against his former secretary.

Some days later the magazine “IstoÉ” revealed documents from the Council for Control of Financial Activities (Coaf). According to the documents around R$ 20.9 millions left SMP&B and DNA enterprises, which belong to Marcos Valério (IstoÉ article). The Coaf is a Brazilian public agency which monitors irregular financial activities. The enterprises of Marcos Valério have millionaire contracts with the Brazilian government.

On June 21 and 22, parliamentarians listened to the former Brazilian Postal Service Chief Maurício Marinho, accused of involvement in the Brazilian Postal Service scandal. At first Marinho refused talking about any illegality in the Brazilian Postal Service. However, on June 22, after his lawyers admitted that he was not telling the whole truth and that they would leave him, Marinho demanded protection for himself and his family, then started to talk. He said the Workers’ Party general-secretary Sílvio Pereira and the Minister Luiz Gushiken had some influence in the Brazilian Postal Service. He said that the biggest Brazilian Postal Service contracts should be investigated and he mentioned big contracts to the Brazilian bank Bradesco.

Congratulations! You have begun your viral marketing campaign by writing and submitting articles that have been spread throughout the world through ezines, blogs, and other online publications as others picked up your articles and posted them on their own pages. Read today’s headlines or your favorite blog

By reading today’s headlines or your favorite blog, your mind will reconnect with words and ideas again. It might take just one sentence or one article for your mind to come up with a new idea, but if you don’t come up with a new idea after the first headline or the first blog, try, try again. If still nothing comes to your mind, at least you have kept up with the news and seeds have been planted in your brain that might surface hours or days later.

Read through your previous articles

Read through some of your own articles to find an article that was written from a broad angle and pick it apart to come up with more articles on narrower topics.

In a typical article, as you were taught in school, you probably made three points that supported your main point. You can write an article on one of these three points and support it with three more points that can be used in later articles, then these three points can be used in three more articles and so on. See where I’m going? Until you get down to the article that tells about the “molecular structure” of whatever your topic is, you can write articles for days based on solely on one of your previous articles.

Make a list of words

Start with just a list of words associated with your business or area of interest that could become the topic of your article. If your business is about decorating on a budget, list the rooms in your house or the techniques, such as paint, wallpaper, stenciling, etc., that can be used to spruce up your walls. Start with just words then move up to phrases as those come to mind.

From this list you can choose one of the words or topics and write an article about that, or you can choose one area, such as walls, and write a series of articles on the different ways to change the look of a room just by changing the walls.

Write a post for your blog

When you have an idea to work with, write a post for your blog. Most blogs are written in a less formal, conversational tone than that used for articles for publication; often you feel as though you are writing to a friend rather than to an audience. Choose a topic or word from the headlines, a previous article, or your list of words and phrases start and writing a short post to your blog.

After writing this less formal, probably smaller, article for your blog, use the main ideas therein to turn it into an article for submission. You can then direct your blog readers to the full article and ask them to rate the article, which will in turn boost your author status, which will likely boost your morale and thus your creativity.

As in Newton’s 1st Law of Motion: a body at rest tends to stay at rest and a body in motion tends to stay in motion unless acted upon by an outside force. If the ideas you need to get your writing campaign back on track have come to a sudden stop, use one of these outside forces to get in motion again: move away from the computer, read today’s headlines or your favorite blog, read through your previous articles, make a list of words and phrases, or write a post for your blog. You will find the words flowing from your fingertips in no time.

Viktor Schreckengost dies at 101

Viktor Schreckengost, the father of industrial design and creator of the Jazz Bowl, an iconic piece of Jazz Age art designed for Eleanor Roosevelt during his association with Cowan Pottery died yesterday. He was 101.

Schreckengost was born on June 26, 1906 in Sebring, Ohio, United States.

Schreckengost’s peers included the far more famous designers Raymond Loewy and Norman Bel Geddes.

In 2000, the Cleveland Museum of Art curated the first ever retrospective of Schreckengost’s work. Stunning in scope, the exhibition included sculpture, pottery, dinnerware, drawings, and paintings.

Will I Be In With A Chance If I Appeal?

Roughly every year two thirds of parking tickets issued have been issued to the motoring public illegally. The solution could be to appeal parking ticket. Anybody choosing to appeal their parking ticket will find that with any first appeal made to your local Council does not jeopardise your 50% discount on any initial parking fine.

I am sure that you did not have any idea that in virtual manner almost 100% of the parking ticket can be cancelled out. This can be done just by writing a short and simple letter and applies almost to all parking tickets you may receive.

There are a number of ways in which you can appeal parking ticket and thus cancel it. There are also a number of ways you can cancel the ticket by showing it was wrongly attributed to you. The process takes hardly 10 minutes and all you have to do is write a short letter.

Of all the people who are handed a parking ticket, only 1% bothers to appeal. Of the people who appeals, 66% wins. There are loopholes in the law that will allow you to win almost every time. However the council does not care if you are right. You will have to appeal again if turned down. You will need to submit the same argument in new appeals and case study shows most Councils avoid going all the way to the tribunals.

There is a common misconception among a lot of people who fear that they will lose the discounted rate on the parking ticket fine if they appeal and lose the appeal. You still get the discounted rate after an appeal is rejected, so you have nothing to lose by appealing. Please note this rule does not apply to red routes in London.

Most of the Local Authorities are not in favor of appeals simply because it costs. There is a tendency by them to reject the appeal. This is done illegally but is hard to prove.

The reason why some Local Authorities may do this is because if you appeal a second time and lose your appeal then you have to pay 100% of the parking fine thus saving the Local Authority money as hardly anyone takes the appeal process any further, yet if they had of done then they would still have had a good chance of winning. In addition Councils a lot of the time are reluctant to contest a third appeal which would mean going to a tribunal which can cost a council time and money.

There are Local Authorities which are not always bothered to answer your appeal. If such is the case, then after 56 days of the appeal, the parking ticket fine is void.

Whatever you do please do not ever ignore a parking ticket as The Local Authority can send Bailiffs round to your house within 3 years and it does happen! Each parking ticket that goes unanswered can escalate into a ?1000 fine with the Bailiff’s fees.
